HU Conditions for temporary and furnished housing with SSH Short Stay and house regulations

The Hogeschool Utrecht has outsourced the student housing to SSH Short Stay. SSH Short Stay is a department of housing corporation SSH and is specialized in letting furnished rooms and apartments. The International Office of the Hogeschool Utrecht acts as an intermediary between the SSH Short Stay and the incoming students, but does not let any housing to tenants and thus cannot guarantee the quality of what is offered. Nor can it guarantee that every request for housing is met. The International Office together with the SSH Short Stay does aim at a good price/quality performance. The objective of the SSH Short Stay is to offer accommodation in the city of Utrecht or in the immediate vicinity, in view of limiting travel time between home and school as much as possible.

Definitions of terms
0.1 Exchange and Visiting students: international students who temporarily take courses at Hogeschool Utrecht.
0.2 Long stay students: international students that are enrolled at Hogeschool Utrecht with the intention of obtaining a Hogeschool degree and need a visa to be able to stay/study in the Netherlands or who applied through Integral agent.
0.3 Exchange, Visiting and Long Stay Students hereinafter shall be called students.
0.4 Intermediary services for temporary housing will be performed by SSH Short Stay, a business unit of housing corporation SSH specialized in letting furnished accommodation, hereinafter to be called SSH Short Stay.
0.5 Application: The request made via the website www.sshxl.nl/shortstay for the housing of one specific student for a period not extending the maximum rental period of 12 months (see 1.2) hereinafter shall be called application.
0.6 Accommodation: the fully fitted and furnished room or apartment.
0.7 Rental period: the period during which student and lessor have agreed to rent (out) accommodation hereinafter shall be called rental period.
0.8 Contact person: The representative of the faculty where the student will be enrolled.

Basic Principles
1.1 SSH Short Stay acts as intermediary in finding accommodation for international students as referred to in article 0.1 and 0.2, studying at Hogeschool Utrecht.
1.2 SSH Short Stay provides temporary fitted and furnished accommodation for people who are temporarily in/near Utrecht with the intention to return to their home country or their own domicile within 12 months.
1.3 SSH Short Stay aims at maintaining a good price-quality ration of their furnished accommodation
1.4 The reservation fee for 2012/2013 is € 175,00 per reservation and needs to be paid to SSH Short Stay (see article 2.7)
1.5 The  tenancy agreements are for a fixed period of time only. Cancellation after commencement of the rental period is not permitted, except for cases provided for by Article 3.2. 

The fixed rental periods exchange students can apply for are:
                            • Semester I: 01 September – 31 January
                            • Semester II:01 February – 30 June
                            • Full year: 01 September – 30 June

The fixed rental periods masters or bachelor students can apply for are:
                            • Full year (short): 01 September – 30 June
                            • Full year: 01 September – 31 August

1.6 By reserving accommodation through SSH Short Stay, student gives permission to provide his of her personal data to the city of Utrecht for the purpose of city registration. Registration with the city is always the student's responsibility.

Application & Reservation
2.1 At least six weeks before commencement of the rental period, the student has to register via www.sshxl.nl/shortstay
2.2 Applications may only be submitted for the prescribed fixed rental periods (see Article 1.5)
2.3 The application has to be authorized by contact persons of the HU. In this way, the contact persons enter into the obligation to support SSH Short Stay in every possible way should they have to have a student’s debt collected by a debt-collection agency.
2.4 After authorization the student can log in to the on-line reservation programme to reserve suitable housing.
2.5 Reservations only become definite once a Confirmation Accommodation has been sent by e-mail by SSH Short Stay and SSH Short Stay has received the non-refundable deposit plus the reservation fee of € 175,00.
2.6 The non-refundable deposit consists of the first and the last month’s rent plus the reservation fee.
2.7 The non-refundable deposit plus the reservation fee needs to be paid within two weeks after the student receives the e-mail Confirmation Accommodation.
2.8 After confirmation, the rental period shall not be cancelled or reduced, except for cases provided for by Article 3.2

Cancellation
3.1 Cancellation or reduction after commencement of the rent period is not permitted, except for cases provided for by Article 3.2. The student is responsible for the payment of the entire rental period.
3.2 In exceptional cases, cancellation after the date of commencement is possible: (1) death, serious illness or serious accident of students or first/second-degree family members, (2) the unforeseen refusal to grant or the withdrawal of the necessary visa by the proper authorities. In these instances, the term of notice is one calendar month. A claim for cancellation needs to be made through the contact person at the Faculty. Each claim is assessed individually.
3.3 Once students have moved into their accommodation they may request to be moved to another SSH Short Stay accommodation within the Hogeschool Utrecht reserved offerings for students, depending on availability. The moving fee is € 195,00 when moving from accommodation with shared facilities (room) and € 225,00 when moving from independent accommodation (studio or apartment). A written request will have to be sent to SSH Short Stay.

The following House Regulations apply once the rental agreement between the Student and SSH Short Stay is established
4.1 Students are responsible for cleaning their own room/apartment. If you wish, SSH Short Stay can arrange a cleaning company to take care of the cleaning for you. SSH Short Stay or the cleaning company will bill you for this service.
4.2 It is not allowed to keep pets. SSH Short Stay does not guarantee that no pets are kept in mixed SSH Short Stay and Regular SSH residences.
4.3 Smoking is not allowed in any of the accommodations that are dedicated SSH Short Stay units. This applies both for individual rooms as communal areas.
4.4 The maximum period a guest can stay over is 3 nights. After this period the guest needs to find his/her own place to stay.
4.5 It is not allowed to sublet the accommodation to a third party.
4.6 According to the Dutch fire regulations the hallway and passages must be kept clear at all times. Therefore bicycles or any other objects that obstruct entrances or exits will be removed instantly (you will be billed for all costs made).
4.7  It is not allowed to make (mechanical) noise after 22.00 h.
4.8  Unless otherwise indicated, it is not permitted to make any holes in the walls of your room/apartment. The application of stickers or wall painting is also strictly forbidden.
